
Automated Driving: Czech Republic Permits Level 3 Vehicles
The SAE Level 3 automation grade is the first level at which a car can drive fully by itself for periods of time
With the entry into force of an amendment to the Road Traffic Act, the use of vehicles with semi-autonomous driving functions is now permitted in the Czech Republic for the first time.
Since the turn of the year, vehicles with so-called conditional automation have been allowed on Czech roads for the first time. These are cars with SAE Level 3 automation, in which the vehicle takes over driving under certain conditions.
Level 3 is the first level at which a car can drive fully by itself for periods of time: it monitors traffic, maintains its lane, and adjusts speed. However, this is not an unlimited autopilot. Clear rules still apply in this mode. Drivers must not use their phones, must wear seat belts, and must not be under the influence of alcohol or drugs.
What this means in practice
Vehicles with an approved autonomous driving system of Level L3 have been permitted since 1 January 2026 to take over control on selected road sections – typically motorways – under the so-called “conditional automation”. At this point, the vehicle is responsible for all driving functions. For the driver, this means that during this time, provided the prescribed conditions are met, they do not need to actively participate in driving. Their only obligation is to be ready at any time to retake control at the vehicle’s request within a minimum of ten seconds, as stipulated by the approval regulations.
A clear signal for investment
The entry into force of the amendment sends a strong signal to domestic companies to accelerate their investments in automated technologies. This step strengthens their ability to keep pace with foreign competitors in developing, testing, and implementing modern solutions, which today provide significant added value in vehicles. The aim is to develop cutting-edge technologies directly under local conditions to increase the competitiveness of the Czech Republic and its companies on the global market. At the same time, the amendment sends a clear message to investors and technological partners abroad: the Czech Republic is open to innovation and ready to actively support the modern automotive industry.
Next steps
The Association of the Czech Automotive Industry (AutoSAP) has already begun preparing the next phase, focusing on creating a legal framework for Level L4+ automated driving systems. This includes supporting tests of fully autonomous vehicles in real-world operation and actively involving the Czech Republic in the strategic dialogue under the Industry Action Plan for the European automotive sector.
