Prague Selects PORR to Complete Nová Palmovka Centre
The European Union Agency for the Space Programme is to move into the currently unfinished building

The City of Prague has selected PORR to complete the currently unfinished Nová Palmovka Centre. The building is to serve as the future headquarters of the EU Agency for the Space Programme, EUSPA.
The City of Prague is continuing preparations to transform the original Nová Palmovka Centre into the future headquarters of the European Union Agency for the Space Programme (EUSPA). Following a renewed assessment of the bid, the responsible committee recommended PORR as the contractor. The bid price is exactly CZK 2,161,161,000 excluding VAT. The contract is to be financed from the City of Prague’s budget for the years 2026 to 2028.
The tender concerns the transformation of the unfinished building under the so-called design-and-build model. Under this model, the selected contractor is responsible for both the design and the execution of the construction work.

The subsequent course of the procedure was influenced by a final decision by the chairman of the Czech Competition Authority, ÚOHS. The decision overturned PORR’s previously approved exclusion from the tender.
As a result of the decision, the city had to reassess the company’s bid and request additional explanations regarding individual details, as well as documents relating to its technical qualifications. PORR subsequently also submitted an updated list of the members of the implementation team designated for the project.
The European Union Agency for the Space Programme (EUSPA) is to move into the currently unfinished building from its existing premises in Prague’s Holešovice district, which are no longer adequate. According to earlier plans, the move was due to take place this year.
Construction of Nová Palmovka was launched by the Prague 8 district in 2014. It was originally intended to house a new district town hall with an adjoining shopping centre. However, various disputes led to the work being halted shortly after construction began. The building shell has remained unfinished ever since.
